Government leaders recently outlined remedial steps leading to what they call a \u201cnew normal.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.N.\u2019s Economic Commission for Latin America and the Caribbean (CEPAL) <a href=\"https:\/\/www.ipscuba.net\/economia\/estudio-regional-propone-soluciones-economicas-a-cuba\/\">report<\/a>ed in October that the region \u201cis experiencing its worst economic crisis in a century\u201d and that Cuba\u2019s GDP this year will be down at least 8%. Tourist income, remittances, foreign trade, and tax collections have fallen. Oil and gasoline shortages, the result of U.S. sanctions against Cuba and Venezuela, have stressed the economy.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_102689\"><img data-recalc-dims=\"1\" height=\"346\" width=\"545\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/live-peoples-world.pantheonsite.io\/wp-content\/uploads\/2020\/10\/studentscuba960-545x346.jpg?resize=545%2C346&#038;ssl=1\" alt=\"\" class=\"wp-image-102689\"\/><figcaption><em>Caridad Porchete, left, and her sister Eliane Porchete, take a school class through a television program in their dining room while schools are closed amid the coronavirus pandemic in the Minas community of Guanabacoa, in the province of Havana, Cuba, Sept. 4, 2020. Effects of the U.S economic blockade compound matters, with restrictions affecting the tourist industry, foreign imports, and access to foreign currency and loans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Responding to the pandemic, Cuban officials early on excluded foreign visitors (tourism resumed in July) and instituted vigorous contact tracing, strict isolation of the infected and their contacts, and hospitalization for people infected with COVID-19 who have symptoms. For <a href=\"https:\/\/rebelion.org\/la-pandemia-cuba-y-sus-sistema-de-salud-publica-i\/\">eight months<\/a>, officials, led by Cuba\u2019s president, have provided the public with daily updates on the pandemic. Vaccines and treatment products are being developed. Health workers have treated pandemic victims in <a href=\"https:\/\/www.telesurtv.net\/news\/parlamentarios-britanicos-nominan-nobel-medicos-cubanos-20201015-0032.html\">39<\/a> other countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Data from the Johns Hopkins Coronavirus <a href=\"https:\/\/coronavirus.jhu.edu\/data\/mortality\">Resource Center<\/a> show that, as of Oct. 26, COVID-19 has infected 6,566 Cubans and killed 128. Deaths per 100,000 persons for the United States are 68.85 (11th highest in the world); for some socialist countries: Cuba 1.13, China 0.34, and Vietnam 0.04.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cuban leaders appearing on national television in October outlined plans for managing the multi-faceted crisis. Summarizing, Alejandro Gil Fern\u00e1ndez, Minister of Economy and Planning, <a href=\"http:\/\/www.cubadebate.cu\/noticias\/2020\/10\/12\/la-estrategia-economico-social-y-la-nueva-normalidad-en-cuba\/comentarios\/pagina-2\/#.X4711RKSmUl\">pointed<\/a> out that \u201cWe\u2019ve never had this dilemma between health and the economy. Obviously the restrictive measures we\u2019ve adopted\u2026have had an economic impact, but there\u2019s no room for doubt that health comes first.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Containing COVID<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The officials reported that the intensity of viral transmission was down, that fewer new cases were being diagnosed, and that more COVID-19 patients were leaving hospitals than being admitted. Outbreaks have cropped up recently in Havana, Ciego de Avila, Pinar del R\u00edo, and Sancti Sp\u00edritus provinces, while no new cases have appeared in Cuba\u2019s 11 other provinces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Miguel D\u00edaz-Canel on Oct. 8 discussed on television with Cubans the government\u2019s plan to expand economic and social activities, partially ease isolation and social distancing\u2014especially in provinces where the virus is quiescent\u2014and \u201c<a href=\"http:\/\/en.granma.cu\/cuba\/2020-10-09\/diaz-canel-in-cuba-life-is-our-principal-treasure\">strengthen prevention<\/a> and treatment protocols.\u201d He referred to \u201ca new normality with a minimum of risk.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prime Minister Manuel Marrero Cruz the next day presented <a href=\"http:\/\/www.granma.cu\/cuba-covid-19\/2020-10-09\/como-funcionara-en-cuba-la-nueva-normalidad-a-partir-del-12-de-octubre-09-10-2020-02-10-14\">elaborate protocols<\/a> aimed at securing a safe transition. Efforts to prevent spread of the virus transmission would proceed together with \u201cmitigation of both the social and economic impact of COVID-19 and the [U.S.] blockade.\u201d New cases would trigger local measures for limiting further infection while activities of daily life would continue with little alteration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stages and phases of the pandemic\u2019s evolution figure into how the intensity and reach of preventative measures are determined. Local authorities will participate in decision-making. Under new isolation protocols, infected persons with only minor symptoms will be monitored in the community and no longer in hospitals. The seriously ill will enter specially designated hospitals, allowing other hospitals to be able to resume full care of illnesses other than COVID-19.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.ipscuba.net\/economia\/52830\/\">Cubans are<\/a> being asked to take personal responsibility for preventing infection. Many will continue working at home via computer or telephone. Students have been attending school throughout Cuba since September, except in Havana, where schools open on Nov. 2, and except for temporary closings elsewhere due to local clusters of infection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The impression here is that, without question, explanations provided by multiple officials and the protocols presented by Prime Minister Marrero Cruz testify to a process of planning and analysis marked by rigor, comprehensiveness, and respect for human life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Economic reform amidst pandemic and blockade<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For more than 10 years, the government has been working to transform Cuba\u2019s economy. Land-tenure arrangements changed in 2008. The Communist Party\u2019s \u201cEconomic, Political, and Social Guidelines,\u201d approved by the Party\u2019s Sixth Congress in 2011, established the framework for change that has been evolving since. The current crisis is a jolt demanding recalibration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Priority <a href=\"http:\/\/www.cubadebate.cu\/noticias\/2020\/10\/12\/la-estrategia-economico-social-y-la-nueva-normalidad-en-cuba\/#.X5Lv44hKiUk\">areas include<\/a> production and distribution of food products, enhanced export capabilities, overhaul of state-owned businesses, support for self-employed workers, and monetary reform\u2014in other words, unification of Cuba\u2019s dual currency and exchange rates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Steps along the way are many. Newly efficient \u201cproductive chains\u201d will extend from raw materials to processing and manufacture to sales. They will involve state and non-state enterprises and affect both foreign and domestic trade. State businesses will receive <a href=\"http:\/\/www.cubadebate.cu\/especiales\/2020\/10\/21\/ministro-de-industrias-las-nuevas-medidas-economicas-nos-impulsan-a-pensar-y-hacer-diferente-video\/#.X5F8PJKSmUk\">incentives<\/a> for good management. State-owned agricultural marketing <a href=\"http:\/\/www.cubadebate.cu\/noticias\/2020\/10\/21\/transformaciones-en-el-sector-agropecuario-que-impactos-tienen-las-nuevas-medidas-video\/#.X5F9KJKSmUk\">enterprises<\/a> will receive new support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cubans will lose subsidies but some goods and services will be available cost-free. Consumers will have access to more Cuban-produced goods and fewer imported items. Export sales are prioritized. Monetary reform will entail price regulation, currency devaluation, elevated wholesale prices, savings and salary uncertainties, and risk of inflation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"http:\/\/en.granma.cu\/cuba\/2020-10-16\/monetary-restructuring-essential-to-transforming-cubas-economy\">\u201c[E]limination of<\/a> the dual currency and exchange rate \u2026 constitutes the process that is most decisive to the updating of the Cuban economic model.\u201d That was former President Ra\u00fal Castro speaking in 2017. Now that change process, anticipated for many years, is in the hands of \u201c14 working subgroups.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_102690\"><img data-recalc-dims=\"1\" height=\"346\" width=\"536\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/live-peoples-world.pantheonsite.io\/wp-content\/uploads\/2020\/10\/menunloadingtruck960-536x346.jpg?resize=536%2C346&#038;ssl=1\" alt=\"\" class=\"wp-image-102690\"\/><figcaption><em>Cafeteria owner Miguel Sanchez, right, inspects his purchase as a porter loads his items into a courier service\u2019s truck, to take to his restaurant from the Mercabal wholesale market in Havana, Cuba, July 31, 2020. As part of its economic reform measures, the government now lets private businesses buy wholesale. | Ismael Francisco \/ AP<\/em><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Cuba\u2019s two currencies are the \u201cCubano peso nacional\u201d (CUP) and the \u201cpeso convertible Cubano\u201d (CUC), which is set for elimination. As regards institutions, businesses, and wholesalers, the two are assigned the same value\u2014one U.S. dollar. In retail situations or in transactions among individuals, one CUC is also valued at one U.S. dollar, but in those settings, it\u2019s worth 25 CUPs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To illustrate the problem: a Cuban milk producer selling directly to Cubans receives <a href=\"http:\/\/www.cubadebate.cu\/noticias\/2020\/10\/14\/aclaran-dudas-sobre-el-ordenamiento-monetario-y-cambiario-en-cuba\/#.X4hADeaSmUk\">4.50 CUP<\/a> ($4.50) per liter, which equals 450 centavos per liter. But milk produced abroad and sold to a Cuban purchaser yields $3,000 (or 3,000 CUC) per ton. To cover that cost, the selling price to Cuban consumers need only be 30 centavos per liter. Pity the plight of the Cuban dairy farmer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is good news. The Paris Club is a group of European and U.S bank officials who try to ease poor countries\u2019 difficulties with debt-repayment. On Oct. 15, they agreed to suspend Cuba\u2019s obligation to make a payment by Nov. 1 on debt worth $<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-10-15\/wealthy-nations-defy-trump-with-debt-lifeline-to-ailing-cuba\">5.2 billion<\/a>. How long the delay will last is unknown.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking to the Cuban people on Oct. 8, D\u00edaz-Canel <a href=\"http:\/\/www.cubadebate.cu\/noticias\/2020\/10\/08\/gobierno-cubano-examina-en-la-mesa-redonda-temas-de-la-actualidad-nacional-video\/#anexo-1435215\">pointed out<\/a> that, \u201cOur socialism excludes the political maneuver of applying shock therapy to the workers. Here, therefore, no one is going to be left helpless. It\u2019s preordained that if someone ends up in a vulnerable situation with the reorganization project, he or she will be helped and supported.
